To provide a safe, warm homely environment for elderly persons in our care, ensuring that they continue to retain their own measure of independence allowing them to live with dignity by upgrading their quality of life by promoting equal opportunity and providing special care to the physically and mentally confused persons who are unable to live at home or with their families. This is hopefully achieved by the following objectives responding to individual needs.

St Anne’s (owned by Crowley Care Homes Ltd) has been under the leadership of Mr. C Crowley since August 1990 who is an experienced Registered Service Provider. The Manager is Karen Cowen.
St Anne’s is a registered care home, which aims to provide a high standard of care and accommodation for 22 residents. There are 21 single rooms. All accommodation complies with the Health and Social Care Act that came in to force from October 1st, 2010, being equipped with en- suite facilities in 9 rooms. Disabled facilities are listed in the service user package. One bedroom is available for double occupancy and would suit a married couple or siblings or friends .
St Anne’s enables older people from our multicultural and socially diverse town, to continue living as independently as possible by receiving care and support consistent with their incapability’s and disabilities. Several of our established residents and most new applicants now require higher levels of care and support than we had originally planned. We have responded to these changes by improving our material and staff provision and training without losing sight of our original aim.
We continue to value each and every individual, who comes to live at St Anne’s. We welcome applications from people from all walks of life and with many different needs, who enjoy the opportunity to share and celebrate the richness and diversity of their experience. All residents are assured that they will be treated with respect and dignity according to their individual needs and wishes.
Any Adult is entitled to apply for a place at St Anne’s providing their needs are within the category of Registration (Accommodation for persons who require Nursing or Personal Care).
One of our aims is to help residents retain their links with their community, family, and friends. We operate a strong diversity policy in respect of residents and staff and are committed to ensuring that no one is excluded on the grounds of their ethnicity, religion or culture. We thus discuss with each applicant how their individual and cultural needs can be met and make arrangements where possible (e.g. for attending services out of the home or inviting their representatives into the home to meet individual cultural/spiritual choices, where a private room may be available for such meetings).
People who enquire about our accommodation and services are invited to look at our website. They are provided initially with a brochure, followed by a more detailed information pack (Service User Guide). All enquirers are made aware of our diversity and anti-discriminatory policies and are encouraged to visit the place before continuing with their application. They may then apply directly for a place at St Anne’s, though most applications follow an assessment of need made by the local authority social services. This includes as assessment of their financial circumstances, which will determine any funding to which they may be entitled as a contribution to the costs of their accommodation of care. Each applicant is given careful consideration by the home’s management, depending on the individual assessment of care needs carried out by a manager and depending on vacancies a decision to offer a place is made within seven days. Where there is no current vacancy it is possible for an applicant to be placed on a waiting list.
When people move in they have four weeks built into their occupancy agreement to decide whether ‘this is the place for them’. The first four weeks then provide an opportunity for staff to get to know the individual residents and their family and to identify their wants and preferred ways of living, e.g. the time they like to get up in the morning and go to bed at night. During this period the person’s care and support requirements are also assessed and discussed and developed into an agreed plan. This will include the discussion and assessment of any risks to which the resident or staff may be exposed as a result of making their own choices and decisions. It also includes discussion, with the agreement of the resident, with any relatives or representatives who may be involved with the person’s care needs and plans. The aim is to achieve a plan of care with which everyone is happy and accessible to the resident at any time.
We ensure that all residents reserve their rights under the Mental Capacity Act of 2005 and if applicable the DOLS process, implemented in April 2009. We will carry out appropriate assessments as necessary, in the ‘Best Interest’ of each resident. We will assist in obtaining support by means of an independent mental capacity advocate.
St Anne’s is situated in a pleasant residential area, near Wardown Park, about ¼ of a mile from Luton town center. Public and private transport services are available to residents who wish to go out locally. St Anne’s has split level accommodation on 3 floors with a lift shaft and stair lift to access all floors. There is 1 dining area and 2 lounge areas offering a choice for each resident. At the rear of the home there is a lovely garden that has wheelchair access from the home. All bedrooms come furnished with a comfortable bed, wardrobe, dressing table (or set of drawers, bedside locker, overhead and side lamp, curtains, a sink and an armchair. All residents have the choice of having a commode in their room and an additional chair and table if requested. All residents have the right to have a lockable facility in their room for medication or valuables upon request and a lockable bedroom door.
The home is fully compliant with all Health and Safety regulations and is visited regularly by Environmental Health Officers and Fire Safety Services and a fully comprehensive risk assessment is in place. All staff are appropriately trained. The home has a ‘No Smoking' policy.
The Manager has ultimate responsibility of the home. There is 1 Registered Manager, 1 Deputy Manager, 1 Assistant Deputy Manager 1 Team Leader, 14 Care staff, 1 cook, 2 domestics and a gardener/maintenance staff member. The home avoids using agency staff, in the event of staff absences, fellow staff will cover shifts. We take pride in the fact that 65% of our staff members have been with us for 10 years or more. Staff training is ongoing throughout the year and updated accordingly. All staff receive training in the home’s philosophy and values. 100% of our care staff have achieved a minimum qualification of NVQ Level 2 (QCF or equivalent). 3 staff members have achieved NVQ Level 3 in care (or equivalent) or above.
All residents have the right to specialist medical, nursing, dental, pharmaceutical, chiropody and therapeutic services and care from hospitals and community health services according to need. They also have access to hearing and sight tests and appropriate aids, according to need. We also ensure that service users’ entitlements to NHS services are upheld in accordance with guidance and legislation. We enable the service user to register with a G.P. of their choice (if G.P. agrees).
The individual resident’s agreed plan of care or service plan provides the basis on which St Anne’s care service is delivered always considering their ‘Best Interests’. We encourage all residents to make their own ‘particular’ decisions where possible, for everyday living and care treatment. We honor and promote ‘Living Wills’ and ‘Advance Plans of Care’. Each person’s plan includes their likes and dislikes in relation to food and any specific dietary requirements and similar matters. It includes their preferences in respect of how they like to be addressed and what dignity, respect and privacy means to them in terms of daily behavior and actions. Their interests, hobbies, spiritual needs and preferred routines are included and how these choices are met. We find that it is particularly important to find this out in relation to any intimate personal care activities that staff are expected to carry out. The care plan also contains a risk assessment and any risk management plan needed. It includes details of healthcare needs, medication, details of G.P. and any District Nursing or other therapeutic services provided or that the resident commissions for her or himself. These care plans are updated monthly or more frequently if required. The residents have the right to access any of their records at any time.
Each resident is allocated a member of the care staff to act as a key worker. Key workers are responsible for monitoring, reviewing and coordinating the service plans for all of their residents. Their duties include preparing residents and gathering information for their reviews, which are held 4 weeks after admission and annually thereafter unless otherwise required.
The daily care program is organized as a response to resident’s individual and combined needs. All mealtimes are flexible, and residents can arrange to have their meals in their own rooms or in a dining room. All laundering of bed linen and residents clothing is carried out within the home (We request that all personal clothing is clearly and permanently labelled upon admission).
We have regular activities within the home, i.e. musical movement (gentle exercise to music), craft, games, entertainers who come and perform, trips to the park, shops and excursions.
Residents have the opportunity to choose their leisure and social activities, personal and social relationships and routines of their daily living. We have a library of books with a large print selection. Visitors are welcome to call at any time at the resident’s consent; there are private seating areas by the dining room, in addition to the privacy of the resident’s bedroom. Residents may have access to advocates at their request (residents are welcome to choose their own source of advocate, however we can offer ‘Age Concern Luton.’ who can be contacted on 01582 456812 further information can be given on request. Any private (financial or legal) meetings may be held in the quiet seating area of the home should the resident choose not to go to their room. In the shared room of the home a screen is provided for privacy. Medical examinations and treatment are provided in the service user’s own room. Residents have the choice to keep up their links with the local community (e.g., to attend a day center). The only additional costs incurred are for hairdressing (hairdresser visits fortnightly), private chiropody treatment (Chiropodist visits approximately every 2-3 months, or as and when required if necessary) and holistic therapies. Service users are encouraged to handle their own financial affairs for as long as they wish to and if they can and have the capacity to do so. Should a resident require the home to safeguard their money, all written records of all transactions are maintained independently for each resident. Secure facilities are provided for the safekeeping of money and valuables on behalf of the service user records and receipts are kept of possessions handed over for safe keeping. The residents have the right to access any of these records at any time.
We are committed to maintaining and improving the quality of our service. We have a comprehensive quality policies and procedures manual, which is constantly under review and revision. All significant policies are contained here including our complaints procedure. An important part of our approach to quality assurance is to obtain the views of all our residents, their relatives and representatives. We do this through our regular reviews with individual residents and on more general matters through separate meetings with residents and relatives and questionnaires.
